I am very unsure what to put for 'Vision' for more casual pieces like this. I am taking a guess that your vision what to create a nice colour scheme for a cute outfit? Do correct me if I am wrong. n_n You succeeded in that. Then again, 'Vision' could mean how strong the message of the work is. Its not really a 'kick you in the face with morality' piece. ...You may know what they want better than me.

The line-art seems fine all-round. I would say the neck seems slightly awkwardly positioned, but that may be an illusion created by the large winking eyes. I can't critique the dress design since I am no expert in fancy gowns. The lineart could be less thick to bring out the different textures. It sort of overpowers the shininess of the tiara, for example. But I understand this could be difficult if you were working on a small scale.

For originality, although there are many fanarts for Miku making something completely new difficult, this is quite a normal (though nice) atmosphere and expression. However, I expect the dress is unique.

I don't think you could of done much more with pencils, all your shading seems logical and has the appropriate level of depth. I would only say that perhaps adding some more darker tones on the lower parts of the skirt and shirt. You could of course add stronger shades wherever, but the strength of lighting is your choice.

Now, to the colour scheme. The colours you picked are not bad, but perhaps I would say they seem a little random. They don't follow any very strict set, but that is not a crime. They don't compliment each other perfectly; however, they do follow a nice, tropical, quite natural theme. So much so that I thought the bows and shoulder-thingies (I don't know dress-speak) looked like flowers.

For impact: Its not starkly memorable, or is going to cause any shocking revelations; but its colourful, fun and stands out. Thats really what you aimed for, with something like this.

The only final thing I could suggest is trying out other methods of colouring to pencils? I love pencils too, they are easy to handle and get precise lines with; but they always end up a little grainy.
